A shocking corruption scandal has rocked Ukraine, implicating some of President Volodymyr Zelensky's closest allies. But here's where it gets even more troubling: this isn't just about a few bad apples—it's a deep-rooted scheme that has allegedly siphoned millions from the country's energy sector, even as Ukraine battles Russian aggression.
Ukraine's Energy Minister Svitlana Grynchuk and Justice Minister Herman Halushchenko have both resigned following a 15-month investigation by the National Anti-Corruption Bureau of Ukraine (Nabu) and the Specialised Anti-Corruption Prosecutor's Office (Sap). The probe uncovered a staggering embezzlement scheme worth approximately $100 million (£76 million), involving kickbacks from contractors working with the national nuclear operator, Enerhoatom.
And this is the part most people miss: some of those accused are not just government officials but also individuals with close ties to Zelensky himself. Among them are former Deputy Prime Minister Oleksiy Chernyshov and Timur Mindich, a businessman and co-owner of Kvartal95, Zelensky's former TV studio. Mindich has reportedly fled the country, adding another layer of intrigue to the scandal.
The allegations are damning: Justice Minister Halushchenko and other high-ranking officials are accused of receiving payments from contractors building fortifications to protect energy infrastructure from Russian attacks. Halushchenko has vowed to defend himself, while Grynchuk took to social media to claim, "Within the scope of my professional activities, there were no violations of the law."
The investigation, which included 1,000 hours of audio recordings, revealed that participants systematically collected kickbacks worth 10% to 15% of contract values. Here’s where it gets controversial: Nabu also published photos of bags stuffed with cash, alleging that these funds were laundered and transferred abroad, including to Russia. Prosecutors claim the money was funneled through a Kyiv office linked to the family of Andriy Derkach, a former Ukrainian lawmaker now serving as a Russian senator.
This scandal couldn't come at a worse time. Ukraine is already reeling from escalating Russian attacks on its energy facilities, including substations critical to nuclear power plants. The revelations also cast a harsh light on Ukraine's ongoing struggle with corruption, which remains pervasive despite a decade of efforts by Nabu and Sap.
In July, nationwide protests erupted over proposed changes that threatened the independence of these anti-corruption bodies. Ukrainians feared losing their EU candidate status, which was contingent on demonstrating a credible fight against corruption. The backlash was so severe that Zelensky was forced to reverse the decision, reinstating Nabu and Sap's autonomy.
But the question remains: Is Zelensky truly committed to anti-corruption reforms? This latest scandal raises uncomfortable questions about accountability and transparency within his administration.
As Nabu continues to release daily updates from its investigation, including wiretaps and new evidence, the pressure on Zelensky's government is mounting. Kyiv's European partners, including G7 ambassadors, have expressed grave concern and are seeking discussions with Ukrainian leadership.
